All you need is your passport, you do not need a residence permit, and as soon as the account is opened your card will be fully operational and you can set up direct debits from that account.
If the plan is to live in Spain, they have explained, you will need to process your request for a residence permit and apply for your foreigners’ ID card (NIE).
